DUPAGE COUNTY CLERK JEAN KACZMAREK RECEIVES

THE 2023 INNOVATOR AWARD FROM

THE INTERNATIONAL ASSOCIATION OF GOVERNMENT OFFICIALS

DuPage County Clerk’s Office Reduces Voter Disenfranchisement of Mail Ballots

WHEATON, IL –DuPage County Clerk Jean Kaczmarek recently received the 2023 Innovator Award for Elections by the International Association of Government Officials (IGO). The Innovator Award is presented to individuals in the Elections, Recorders, Clerks and Treasurers division in honor of their unique achievements and best practices in their respective fields.

DuPage’s entry was the creation of a mail voting signature comparison procedure allowing teams of election judges to view multiple voter signatures on file instead of just one. After completing three years and six elections, there has been a notable decrease in signature challenges for mail ballots. For instance, the 2020 Primary Election saw a challenge percentage of 2.628% while the 2022 Primary saw a challenge percentage of 0.582% -- a decrease of just over 77%.

Kaczmarek said, “Correcting challenged ballots is a time-consuming and costly process for election staff. However, our top concern is the voters themselves. Once a ballot has been mailed, no one wants to go through additional steps to fix it. Ballot signatures which are not resolved in time remain uncounted. I’m proud that DuPage County is once again leading the way to reduce voter disenfranchisement.”

In 2022, DuPage County became the first and only county in Illinois to implement “Vote Anywhere,” allowing voters to cast their ballots at any polling place on Election Day.

Election managers Stephanie Groenewold, mail voting, and Jessica Stachniak, voter registration, developed this signature comparison project at the DuPage County Clerk’s office when mail ballots increased dramatically during the COVID-19 pandemic in 2020. That year, CARES Act funding allowed the Clerk’s office to purchase special equipment making this project possible, including a mail sorter which took more clear pictures of voter signatures for historic reference, as well as large monitors for teams of election judges to view multiple signatures.

“This is another example of why funding elections well makes a difference,” Kaczmarek added.

At the time of this writing, there are catastrophic storms and flooding raging across the Northeastern United States, causing evacuations, massive destruction, and even death. Not for the first time this year, such storms.

Over July 3rd, 4th and 5th, and 6th, recorded temps and scientific data revealed that the planet experienced the hottest days on Earth in over 122,000 years.

In Chicago alone, unusual weather bolstered by the Canadian wildfires (3,400 of which still burn uncontrolled, another roughly 3,000 being held), caused large and small event cancellations and residents were warned to stay indoors. The health, safety, and sometimes income of thousands were endangered.

ALL of these events are caused by local weather variations combined with ONGOING conditions caused by a heating climate. Oceans are hotter, influencing those floods and storms in the east. Major influence by an El Nino event in the South Pacific Ocean will likely continue to create an extremely hot 2023.

Many of us care!  Others have some concerns. Still, others are oblivious to unbelieving.  But wherever we are on that spectrum, on a daily basis we still march on as if it's business as usual.

Democrats, let us ask ourselves: HOW DO WE ALL BREAK OUT OF THIS COLLECTIVE HELPLESSNESS AND/OR OUTRIGHT COMPLACENCY?

What would you be willing to do,

What would you like to learn,

what support do you need to act,

in your own life

in order to make a difference.

Please know, amazing people and organizations are doing wonderful, impactful work worldwide.

And honestly, you can at home too! We will be asking for your input in the coming weeks We can, we must, address this imminent crisis. Your personal actions matter enormously. As Democrats, the only party that now believes in environmental concerns, it's on us to vote. Nonetheless, what you eat, what you wear, what you drive, what you purchase, and more all matter more than you may know. And every single issue you care about... gun violence prevention, women's reproductive rights, protections from racism and homophobia... all depend upon a healthy planet.

The simple truth is: we vote with our actions and our dollars, every single day. Together, we can build momentum even as the temperature builds.

Here is a small yet profound example... to continue our series on pollinators, do you grow any native plants in your yard? Do you know what species are native and their advantages? For example, do you grow milkweed (the endangered monarchs lay eggs on milkweed and eat the plant when they hatch)? Actions such as growing these species to support pollinators are how each of us has a powerful impact.

Watch this space! More to come as we ask for your much-needed input and involvement as we offer our own.

Invest in your future! Support DuPage Dems. The better we do, the more we can help our voters get needed information. Help us keep the office lights on, build the Party, provide mailers and help for our candidates, and much more. Please donate $10 if you can!
